In that case, even though the 26th United States Congress convened on December 2, the House could not begin the speakership election until December 14 because of an election dispute in New Jersey known as the "Broad Seal War". Two rival delegations, one Whig and the other Democrat, had been certified as elected by different branches of the New Jersey government. On the other hand, when the speaker and the president belong to opposite parties, the public role and influence of the speaker tend to increase. As the highest-ranking member of the opposition party (and de facto leader of the opposition), the speaker is normally the chief public opponent of the president's agenda. In this scenario, the speaker is known for undercutting the president's agenda by blocking measures by the minority party or rejecting bills by the Senate.
Wielded effectively, the position of Speaker of the House is one of the most powerful in Washington. Depending on the partisan makeup of Congress, they can make or break a US president's agenda, stymie opposition, and spearhead their party's biggest legislative initiatives. The speaker usually delegates some of these administrative duties to other members of the majority party, such as acting as speaker pro tempore and leading House legislative sessions. The Republicans came out of the 2000 elections with a further reduced majority but made small gains in 2002 and 2004. Now, the speaker is the leader of the majority political party, controls the order of business on the floor and also votes, just like other members.

It is important to note that the period between the adjournment of one Congress and the convening of the next Congress is not included in the calculations. For instance, Nathaniel Macon served as speaker during both the 8th and 9th Congresses, but the eight-month gap between the two Congresses is not included in his service duration. Greene's move is unlikely to succeed but still is certain to roil internal GOP tension as she continues to target Johnson, the most powerful elected Republican in the country. The stalemate has left the House of Representatives unable to move on to any other business, including swearing-in members or establishing the chamber's rules for this session.
